Journal Overview

Neutrosophic Optimization and Intelligent Systems (NOIS) is an international, peer-reviewed, open access scholarly journal published by Sciences Force LLC, United States. The journal is dedicated to the dissemination of original research that advances mathematical foundations, optimization theory, uncertainty modeling, artificial intelligence, and intelligent computational systems.

NOIS provides a forum for researchers developing rigorous mathematical theories, innovative computational methods, and scientifically validated approaches to complex problems involving optimization, reasoning, learning, and decision-making.

The journal's scientific identity is built around three interconnected research areas: neutrosophic and uncertainty-related mathematical foundations, mathematical and computational optimization, and intelligent systems. It encourages meaningful interactions among these fields while maintaining clear standards for scientific relevance and methodological quality.

The journal considers theoretical, methodological, computational, and application-oriented studies that make a substantive contribution to its defined research areas. Interdisciplinary submissions are welcome when their central research questions and findings demonstrate a clear connection to the journal's scientific objectives.

NOIS serves an international community of mathematicians, operations researchers, computer scientists, artificial intelligence specialists, engineers, and researchers working on optimization, uncertainty representation, and intelligent decision-making.

The complete scientific coverage and boundaries of the journal are described in its Aims and Scope.

Journal History

Neutrosophic Optimization and Intelligent Systems was established in 2023, and its first volume was published in 2024.

The journal was founded to provide a dedicated scholarly publication venue for research connecting neutrosophic mathematical frameworks, optimization methods, and intelligent computational systems.

Its scientific focus encompasses both foundational research and the development and evaluation of computational methods, with particular interest in the mathematical representation of uncertainty, the analysis of optimization problems, and the design of intelligent approaches to complex decision-making tasks.

The journal maintains a publicly accessible archive of its published volumes, enabling readers and researchers to consult its publication record.

Publication Frequency and Volume Structure

NOIS follows a quarterly publication schedule, with four planned publication releases each calendar year.

During 2024–2026, the journal's quarterly publication releases were organized using sequentially numbered volumes.

Beginning in 2027, the journal is scheduled to adopt a conventional annual volume structure, with one volume per calendar year comprising four quarterly issues.

This change concerns the organization and numbering of the journal's publications and does not alter its scientific scope, publishing frequency, or editorial standards.

The journal's published volumes and their bibliographic details are available through its Archives.

Editorial Governance and Peer Review

NOIS operates under the scientific direction of its Editor-in-Chief, supported by the Co-Editor-in-Chief and an international Editorial Board with expertise in fields relevant to the journal's scope.

Editor-in-Chief: Huda E. Khalid

Co-Editor-in-Chief: Ramiz Sabbagh

The journal applies a double-anonymous peer-review model. Submitted manuscripts first undergo an editorial assessment of their relevance, scientific contribution, methodological suitability, and compliance with the journal's submission and ethical requirements.

Manuscripts that satisfy the initial screening requirements are evaluated by at least two independent reviewers with appropriate subject expertise.

Reviewers assess the validity of the methods, significance of the findings, originality and scholarly contribution where applicable, clarity of presentation, and adequacy of the evidence supporting the conclusions.

Editorial decisions are based on the scientific merits of the submitted work and the journal's published editorial standards.

The editorial assessment and peer-review procedures are intended to maintain scientific rigor, impartiality, confidentiality, and consistency throughout the publication process.

Information about the journal's editorial leadership and board membership is available on the Editorial Team page.

Types of Publications

NOIS considers original research articles, review articles, mini-reviews, perspectives, correspondence, and scientific comments within its stated scope.

Original research articles should present significant theoretical results, methodological developments, computational investigations, or well-supported empirical findings.

Review articles and mini-reviews should provide critical scientific synthesis rather than merely summarize previous publications.

Perspectives, correspondence, and comments should contribute substantive scholarly analysis, constructive scientific discussion, or clarification of important research questions.

All manuscript categories are subject to editorial assessment and the review requirements described in the journal's published policies.

Publication Language

The official publication language of NOIS is English.

Manuscripts must be written in clear, accurate, and scientifically appropriate English to support effective communication with an international readership.

Authors are responsible for the accuracy of technical terminology, mathematical notation, tables, figures, references, and the presentation of their findings.

Open Access and Copyright

NOIS provides immediate open access to its published scholarly content. Readers can access and download published articles without subscription or paywall restrictions.

Authors retain copyright in their work, and published articles are made available under the Creative Commons Attribution 4.0 International License (CC BY 4.0).

This license permits users to share, reproduce, distribute, and adapt published material, including for commercial purposes, provided that appropriate credit is given to the original authors and source, a link to the license is supplied, and any changes are indicated.

Publication Charges and Fee Transparency

NOIS does not charge a manuscript submission fee.

The publisher's published fee schedule lists a standard article processing fee of USD 500 for NOIS, with this fee waived for 2026.

Information about applicable publication fees, waivers, and any subsequent changes is provided in the publisher's official fee policy.

The journal's editorial policy requires manuscript evaluation and acceptance decisions to remain independent of publication fees and waiver arrangements.

Authors are encouraged to consult the current fee policy before submitting their manuscripts.

Publication Ethics and Research Integrity

NOIS is committed to maintaining the integrity, reliability, and transparency of the scholarly record.

The journal's ethical framework is informed by internationally recognized principles of responsible research and scholarly publishing, including guidance developed by the Committee on Publication Ethics (COPE).

Authors, editors, and reviewers are expected to fulfill their responsibilities regarding originality, authorship, research integrity, confidentiality, conflicts of interest, and accurate reporting of scientific findings.

The journal's published policies address suspected plagiarism, duplicate publication, data fabrication or falsification, inappropriate authorship, manipulation of the peer-review process, and other forms of publication misconduct.

Concerns relating to submitted or published research are considered through the journal's editorial procedures. When warranted by the findings of an investigation, appropriate actions may include manuscript rejection, publication of corrections, expressions of concern, or retractions.

The journal's responsibilities extend to maintaining an accurate and transparent record of its editorial and post-publication decisions.

Further information is provided in the Publication Ethics Statement.

Digital Preservation and Scholarly Discoverability

NOIS participates in the Portico digital preservation service to support the long-term preservation of its published scholarly content.

The journal uses Digital Object Identifiers (DOIs) registered through Crossref to provide persistent identification of published articles and support reliable scholarly citation and linking.

DOI registration, bibliographic discoverability, indexing, and digital preservation are distinct services serving different functions in scholarly communication.

Information about the journal's discovery services and preservation arrangements is available on its Abstracting and Indexing page.
