Submission Guidelines and Policies
Submission Guidelines
Please review the following guidelines before submitting your manuscript.
Submitting a Manuscript to NOIS
Neutrosophic Optimization and Intelligent Systems (NOIS) welcomes scholarly submissions that make meaningful theoretical, methodological, computational, or empirical contributions to neutrosophic and uncertainty-related mathematics, optimization, artificial intelligence, and intelligent systems.
All submissions must be made through the journal's official Open Journal Systems (OJS) platform.
Before beginning a submission, authors should read the journal's Aims and Scope, Information for Authors, Editorial Policies, Publication Ethics Statement, and copyright and licensing requirements.
The corresponding author is responsible for ensuring that the manuscript satisfies the journal's submission requirements and that all listed authors have approved the work and its submission.
- Scientific Suitability
Manuscripts must address a research question within the journal's defined scientific scope.
Submissions should demonstrate a clearly identifiable scholarly contribution supported by appropriate mathematical analysis, computational investigation, experimental validation, empirical evidence, or critical scientific synthesis.
Research involving established mathematical or computational methods must explain its significance and contribution to existing knowledge.
The use of neutrosophic terminology, artificial intelligence techniques, or optimization algorithms does not automatically establish scientific novelty or suitability for publication.
Manuscripts that fall outside the journal's scope, lack a substantive contribution, contain fundamental methodological deficiencies, or fail to satisfy essential ethical requirements may be rejected during initial editorial screening.
- Manuscript Preparation
Manuscripts must be written in clear academic English and prepared using the official NOIS Microsoft Word template available on the journal's submission page.
The preferred manuscript format is DOCX. Editable DOC files may be accepted where technically compatible.
Research manuscripts should include an informative title, an abstract of no more than 250 words, three to seven keywords, the main scholarly content, appropriate references, and the declarations required by the journal.
Authors should organize theoretical, methodological, computational, and empirical work according to the needs of the research rather than impose an inappropriate experimental structure on every article.
References must follow the journal's numbered citation style and appear in the text in square brackets, such as [1] and [2].
Tables must be editable and clearly labeled. Figures must be legible and accurately represent the reported findings.
Mathematical expressions must be prepared using Microsoft Word Equation Editor or MathType rather than screenshots or images of equations.
For detailed requirements covering article structure, mathematical proofs, computational algorithms, artificial intelligence research, datasets, figures, references, and supplementary materials, authors must consult the complete Information for Authors.
Full Information for Authors: https://ojs.sciencesforce.com/index.php/nois/information_for_authors
- Double-Anonymous Review: Required Files
NOIS uses double-anonymous peer review for manuscripts selected for external scientific evaluation.
Authors must prepare their submission as separate files so that author-identifying information is not disclosed to reviewers.
File 1: Title Page
The Title Page must include:
- The complete manuscript title.
- The full names of all authors in the correct authorship order.
- Accurate institutional affiliations, including institution, city, and country.
- Available ORCID identifiers.
- The corresponding author's name and email address.
- A short running title of no more than 15 words.
- Funding information, acknowledgments, and author contribution details where relevant.
- Any declarations or information that could reveal the authors' identities.
This file is intended for authorized editorial use and must not be supplied to external reviewers during double-anonymous review.
File 2: Anonymized Manuscript
The Anonymized Manuscript must include the title, abstract, keywords, main text, references, tables, figures, and scientific information required to evaluate the work.
It must not contain author names, affiliations, email addresses, identifying acknowledgments, or unnecessary information that reveals the authors' identities.
Authors must remove identifying information from document properties, comments, tracked changes, file names, headers, footers, and supplementary materials intended for reviewer access.
References to the authors' previous publications must remain complete and scientifically accurate. Authors should refer to their earlier work in the third person and avoid statements that unnecessarily reveal their identities.
Authors must not remove essential citations or misrepresent prior research to achieve anonymity.
File 3: Supplementary Materials
Supporting datasets, source code, extended mathematical proofs, additional figures, simulation details, and other relevant files may be submitted separately.
Supplementary materials intended for reviewers must be appropriately anonymized and checked for confidential or identifying information.
Authors must clearly identify any files that contain personal information, restricted data, or material intended exclusively for authorized editorial review.
The editorial office may request corrections when uploaded files do not satisfy the journal's review confidentiality requirements.
- Author Information, ORCID Verification, and CRediT Metadata
The submitting author must enter complete and accurate manuscript and contributor information into the OJS submission system.
Required metadata include the manuscript title, abstract, keywords, full author names, institutional affiliations, corresponding author details, and the information requested by the submission system.
Every author must have their own authenticated ORCID iD, in accordance with the publisher's authorship requirements.
The corresponding author must provide accurate ORCID information for all co-authors and coordinate the individual authentication process. Each author must authorize the connection to their own ORCID record.
Authors who do not yet have an ORCID iD may register free of charge at https://orcid.org/register.
All submissions must also include an Author Contributions Statement using the CRediT Contributor Role Taxonomy. Each author's actual contributions must be identified using the applicable roles, and the statement must be approved by all authors.
The author list, authorship order, affiliations, ORCID identifiers, and CRediT contributions must be consistent across the OJS metadata and the separate Title Page.
Author-identifying information and contribution statements must remain restricted to authorized editorial personnel during double-anonymous peer review.
The editorial office may request corrections to incomplete or inconsistent contributor information. Required verification and contribution declarations must be complete before final acceptance.
Requests to change authorship after submission must follow the journal's documented authorship-change procedure.
- Required Statements and Declarations
Authors must provide the declarations relevant to the submitted work, including:
Funding: Identification of financial support or an explicit statement that no external funding was received.
Competing Interests: Disclosure of relevant financial and non-financial interests, or an explicit declaration that none exist.
Author Contributions: A description of each author's substantive contribution, required for Original Research Articles.
Data Availability: Identification of supporting data and relevant access arrangements, or an explanation of restrictions or the absence of newly generated or analyzed data.
Code Availability: Information about relevant software or code where computational implementations are necessary to support the findings.
Ethics Approval: Details of applicable institutional approval, exemption, or a justified statement that approval was not required.
Consent to Participate: Information about applicable informed consent arrangements for research involving human participants.
Consent for Publication: Confirmation of appropriate consent when identifiable personal information or materials are published.
Generative AI Disclosure: Disclosure of materially relevant use of generative AI in manuscript preparation. Routine spelling and grammar correction that does not generate substantive scholarly content does not ordinarily require separate disclosure.
Declarations that contain identifying information must be provided in the separate Title Page or another file restricted to editorial use during double-anonymous review.
The approved declarations must be included in the final publication version where applicable.
Authors must provide accurate statements and must not use a declaration of non-applicability to conceal a relevant ethical, financial, or methodological circumstance.
- Research Integrity and Originality
The manuscript must not be under simultaneous consideration by another journal.
Authors must disclose relevant preprints, conference papers, theses, reports, and related publications.
Previous dissemination as a preprint or thesis does not automatically prevent consideration, provided that the work meets the journal's requirements for originality, transparency, and publication rights.
An extended conference paper must make a substantive additional scientific contribution, acknowledge the original conference publication, and comply with applicable copyright requirements.
Authors must not fabricate or falsify data, manipulate research findings, present simulated data as real observations, plagiarize material, or engage in inappropriate citation practices.
The journal may use similarity-detection software as part of its screening procedures. Similarity percentages are evaluated in context and are not treated as automatic proof of plagiarism.
Submissions involving human participants, animals, sensitive information, or restricted datasets must satisfy applicable ethical and legal requirements.
- Submitting the Manuscript
Authors must sign in to their OJS account and begin a new submission to NOIS.
The corresponding author should:
- Select the appropriate article category.
- Review the journal's submission requirements and provide the required confirmations.
- Upload the separate Title Page and Anonymized Manuscript using the appropriate file designations.
- Upload supplementary files and declarations where applicable.
- Enter accurate manuscript and contributor metadata.
- Provide any additional information requested by the submission system.
- Review the uploaded files and metadata before final submission.
Submission files must be categorized accurately. Authors should not designate the Title Page as a reviewer-accessible manuscript file.
The corresponding author is responsible for confirming that the submitted files are complete, correctly identified, and free of unintended disclosures.
The system-generated submission confirmation should be retained for subsequent correspondence.
- Editorial Assessment and Peer Review
All submissions undergo an initial editorial assessment for scientific relevance, completeness, methodological suitability, and ethical compliance.
Manuscripts satisfying the preliminary requirements may proceed to external peer review.
Original Research Articles and review manuscripts selected for external review are normally assessed by at least two independent reviewers with relevant subject expertise.
Other scholarly article types receive appropriate editorial assessment and independent review when their content requires external scientific evaluation.
Reviewers evaluate scientific merit, methodological validity, adequacy of supporting evidence, relevance, and contribution to knowledge.
Editors make decisions independently on the basis of scientific evaluation and the journal's published policies.
Acceptance is not guaranteed by submission, completion of review, submission of revisions, or payment of any applicable publication charge.
The journal's indicative editorial processing periods are described in its Editorial Timeline and Acceptance Rate policy.
- Revised Manuscripts
When revisions are requested, authors must submit a reasoned response to each substantive reviewer and editorial comment.
Revised submissions should include:
- A revised manuscript showing the changes made.
- A point-by-point response explaining how the comments were addressed.
- A clean revised manuscript without visible tracked changes.
The files supplied for further anonymous review must remain appropriately anonymized.
Authors who disagree with a recommendation should explain their reasons and provide supporting scientific evidence.
A request for revision does not imply that a manuscript will ultimately be accepted.
- Copyright, Licensing, and Publication Charges
Authors retain copyright in their published scholarly work, subject to any applicable rights held by third parties.
Accepted articles are published under the Creative Commons Attribution 4.0 International License (CC BY 4.0), which permits sharing and adaptation, including commercial reuse, provided that the license conditions are observed.
Authors must obtain necessary permissions for third-party material where its inclusion or republication is not already authorized by an applicable license or legal exception.
NOIS does not charge a manuscript submission fee.
The publisher's published fee schedule lists a standard article processing fee of USD 500 for NOIS, waived for 2026.
Authors must consult the current publisher fee policy for applicable charges, waivers, and payment conditions, including cases in which submission, acceptance, and publication occur in different calendar years.
Publication fees and waiver arrangements do not influence scientific editorial decisions.

Authors remain responsible for ensuring that they hold the rights necessary to submit and publish their work and that any relevant institutional, employment, funding, or third-party rights have been properly addressed.
Copyright ownership and the journal's publication license are distinct. Retention of copyright does not prevent authors from granting the permissions necessary for open access publication.
- License to Publish
By submitting a manuscript, the corresponding author confirms that all listed authors have authorized its submission and have agreed to the journal's applicable copyright and licensing arrangements.
Upon acceptance, the authors authorize Sciences Force LLC, as publisher of NOIS, to publish, reproduce, distribute, display, preserve, and identify the accepted work as the journal's version of record on a non-exclusive basis.
This authorization includes reasonable publishing activities such as copyediting, typesetting, conversion into electronic formats, DOI registration, bibliographic metadata distribution, digital preservation, and dissemination through scholarly discovery systems.
The publisher does not acquire exclusive ownership of the authors' copyright through this authorization.
This authorization is subject to any third-party rights, applicable legal limitations, and the terms of the public license under which the article is published.
- Creative Commons Attribution 4.0 International License
Articles published in NOIS are made available under the Creative Commons Attribution 4.0 International License (CC BY 4.0).
Under this license, users may copy, share, distribute, reproduce, and adapt the licensed material in any medium or format, including for commercial purposes, provided that the license conditions are satisfied.
Users must give appropriate credit to the original authors, identify the source, provide a link to the license, and indicate whether modifications have been made.
Attribution must not imply that the authors, journal, or publisher endorse the reuse or adaptation.
The permissions granted under CC BY 4.0 are irrevocable as long as users comply with the license terms.
The journal does not impose additional copyright restrictions that prevent lawful uses permitted under CC BY 4.0.
Official License: https://creativecommons.org/licenses/by/4.0/
- Author Rights and Self-Archiving
Authors retain the right to share and disseminate their published work in accordance with the CC BY 4.0 license.
Authors may deposit the published version of their articles in institutional repositories, disciplinary repositories, personal websites, and other scholarly platforms without a journal-imposed embargo, subject to applicable rights in third-party materials.
Authors are encouraged to cite the final published version and include the article's DOI.
Preprints and accepted manuscript versions may also be shared in accordance with the journal's preprint policy, applicable rights, and any confidentiality obligations.
The right to redistribute the published article under CC BY 4.0 does not extend to third-party material that has been expressly excluded from that license.
- Third-Party Copyrighted Materials
Authors are responsible for identifying material included in their manuscript that is owned or controlled by third parties.
Such material may include photographs, diagrams, figures, tables, illustrations, maps, software, text, and other protected content.
Where reuse is not permitted by an applicable license, public-domain status, or a valid legal exception, authors must obtain appropriate permission from the rights holder before publication.
Proper citation alone does not necessarily provide copyright permission.
Similarly, redrawing, adapting, translating, or modifying protected material does not automatically eliminate copyright obligations.
Material previously published by the submitting authors may also require permission when copyright or relevant reuse rights have been transferred to another party.
Authors must provide suitable acknowledgments, license information, and credit statements for reused material.
Third-party materials excluded from the article's CC BY 4.0 license must be clearly identified, including the applicable source and rights information where necessary.
