Open Access Policy
- Open Access Statement
Neutrosophic Optimization and Intelligent Systems (NOIS) is an international, peer-reviewed, fully open access scholarly journal published by Sciences Force LLC, United States.
The journal is committed to making scholarly research freely and immediately accessible to researchers, practitioners, institutions, and the wider public, without subscription charges, paywalls, or mandatory user registration.
NOIS follows a Gold Open Access publishing model under which the final published version of each scholarly article is made openly available on the journal's official website from its initial publication date.
The journal does not impose an embargo period on access to its published scholarly articles.
Articles are published under the Creative Commons Attribution 4.0 International License (CC BY 4.0), subject to any clearly identified third-party rights and applicable legal restrictions.
The journal's approach to open access is informed by the Budapest Open Access Initiative, the Berlin Declaration on Open Access to Knowledge in the Sciences and Humanities, and internationally recognized principles of transparency and responsible scholarly publishing.
NOIS aims to support the broad dissemination, accessibility, lawful reuse, preservation, and discoverability of scientifically reliable research.
- Immediate and Free Access
All published scholarly articles are available online immediately upon publication.
Readers may access, read, download, print, search, and link to the full text without paying subscription, registration, or article-access fees.
The journal does not require readers to create an account, provide personal information, or obtain institutional authorization to access published scholarly articles.
Each published article is accessible through an individual article landing page, with access to its available full-text publication files.
Digital access to published scholarly articles is free of charge. Optional professionally produced printed copies or other separately requested services, where offered, may involve charges that do not restrict access to the online version.
The journal seeks to maintain reliable and accessible article links and to correct technical problems that prevent legitimate access to published material.
Open access applies to the published scholarly record and does not require public disclosure of confidential editorial correspondence, unpublished manuscripts, private peer-review reports, or restricted research data.
- Creative Commons Attribution 4.0 International License
NOIS publishes its scholarly articles under the Creative Commons Attribution 4.0 International License (CC BY 4.0).
This license permits users to share and adapt licensed content for any purpose, including commercial purposes, provided that its conditions are satisfied.
Permitted activities include:
- Reading, downloading, storing, and printing published articles.
- Copying and redistributing licensed content in any medium or format.
- Sharing publications through research repositories, institutional websites, and other lawful platforms.
- Translating and adapting licensed material.
- Reusing licensed figures, tables, and textual content where the journal or authors have the authority to license those materials.
- Conducting lawful text and data mining.
- Incorporating licensed content into research, educational, technical, and commercial applications.
No additional permission is required for activities already authorized by CC BY 4.0.
Users must give appropriate credit to the original creators, provide the applicable license information, link to the license where reasonably practicable, and indicate whether changes have been made.
Attribution must not imply endorsement by the authors, journal, or publisher.
The journal does not impose additional restrictions on licensed uses, including limitations on the number of copies that may be printed or prohibitions on commercial reuse.
The license grants permissions that are irrevocable provided that its terms and conditions are followed.
Official License: https://creativecommons.org/licenses/by/4.0/
- Copyright Ownership and Author Rights
Authors retain copyright in their original scholarly contributions, except where applicable law or a valid agreement establishes another lawful copyright holder.
Authors, or other authorized rights holders where applicable, grant the publisher the non-exclusive rights necessary to publish, distribute, identify, and preserve the accepted work.
Publication under CC BY 4.0 does not ordinarily require transferring copyright ownership to Sciences Force LLC.
Authors retain the right to share, reproduce, distribute, and reuse their published work in accordance with the license and any other rights they lawfully hold.
The authors' copyright ownership and the public reuse license must be identified clearly in the published article and associated publication information.
Detailed requirements concerning copyright ownership, publication authorization, third-party materials, and permissions are provided in the journal's Copyright and Licensing Policy.
- Repository Deposition and Author Self-Archiving
NOIS supports the dissemination of scholarly research through institutional repositories, disciplinary repositories, preprint servers, and other legitimate research platforms.
The journal permits authors to deposit and share the following manuscript versions without a journal-imposed embargo, subject to applicable rights and confidentiality obligations.
Preprint
The original manuscript submitted before peer review may be shared on a recognized preprint server or other appropriate repository.
Authors should disclose relevant preprint information during journal submission and must not misrepresent the preprint as the final peer-reviewed publication.
Author Accepted Manuscript
The manuscript accepted following peer review, before final publisher formatting, may be deposited in an institutional or disciplinary repository upon acceptance.
Authors should identify the document as the Author Accepted Manuscript and provide a link to the final published article when its DOI becomes available.
The deposit must respect any applicable third-party rights, confidentiality requirements, and licensing conditions associated with the accepted manuscript.
Published Version of Record
The final published article may be deposited, shared, and redistributed immediately under its CC BY 4.0 license.
Authors are encouraged to include the original citation, DOI, and license information when depositing the Version of Record.
NOIS does not require authors to obtain additional permission to exercise rights already granted under CC BY 4.0.
Repository deposition is encouraged to improve discoverability, accessibility, and the resilience of scholarly access.
Author self-archiving is distinct from the publisher's separate arrangements for long-term digital preservation.
- Text and Data Mining
NOIS supports lawful text and data mining of its published open access scholarly content.
Researchers and other users may analyze material licensed under CC BY 4.0 using computational methods for purposes including information extraction, classification, scientific discovery, machine learning, and other legitimate research or commercial applications.
Text and data mining activities must respect the terms of the applicable licenses, relevant third-party rights, privacy obligations, and applicable law.
The journal may apply reasonable technical measures to protect the security and availability of its publishing platform, including measures intended to prevent abusive traffic or disruption of services.
Such technical safeguards do not constitute additional copyright restrictions on uses authorized by CC BY 4.0.
Where published articles contain third-party materials excluded from the article's Creative Commons license, users remain responsible for respecting the separate rights governing those materials.
- Third-Party Content and Supplementary Materials
The CC BY 4.0 license applies to material that the relevant rights holders have authorized for publication under that license.
Certain third-party materials included in articles may be subject to separate copyright, licensing, or permission conditions.
Such materials may include photographs, illustrations, figures, tables, software, datasets, maps, or other protected content.
Where third-party materials are excluded from the article's CC BY 4.0 license, the applicable rights and restrictions must be clearly identified.
Proper scholarly citation does not automatically establish legal permission to reuse copyrighted material.
Supplementary materials associated with published articles may also be subject to separate licenses or legitimate access restrictions.
Authors must identify relevant ownership, licensing, confidentiality, and permission conditions.
Restrictions concerning personal data, sensitive information, research participant confidentiality, intellectual property, or security must be observed where applicable.
The journal's open access policy does not override lawful third-party rights or require disclosure of materials that cannot be shared legally or ethically.
- Research Data and Software Availability
NOIS encourages responsible sharing of research data, computational materials, and software when appropriate to the nature of the research.
Research submissions must provide a Data Availability Statement describing the availability of relevant supporting data, or explaining applicable restrictions or the absence of newly generated or analyzed data.
Where software or computational code is central to the findings, authors must provide suitable information about its availability or relevant access limitations.
Publicly shared data and software should use clear and appropriate licensing terms.
Open research data may be made available under CC0 or another suitable license where legally and ethically permissible.
Software should use an appropriate software license when redistribution or modification is intended.
The license applied to a scholarly article does not automatically determine the licensing of separately distributed datasets, software, or external research materials.
Authors remain responsible for respecting privacy, informed consent, confidentiality, intellectual property rights, and other applicable obligations.
Open access to a scholarly article does not imply that every research dataset or computational resource associated with the study must be publicly accessible without restriction.
- Digital Preservation and Long-Term Access
NOIS recognizes that open access requires attention not only to immediate availability but also to the long-term preservation of published research.
The journal participates in the Portico digital preservation service through its publisher, Sciences Force LLC.
Portico provides preservation infrastructure designed to protect scholarly publications and support continued access under defined circumstances.
The journal is listed in Portico's publisher holdings under its registered ISSN identifiers.
Online ISSN: 2997-0105
Print ISSN: 2997-0091
Publisher's Portico Holdings: https://www.portico.org/publishers/sciencesforce/
The preservation coverage of specific publications and supplementary materials is determined by the records and holdings maintained by the preservation service.
The journal and publisher are responsible for maintaining appropriate publication files and supporting the accurate deposit of content under their applicable preservation arrangements.
Digital preservation, repository self-archiving, DOI registration, and selective citation indexing are distinct scholarly services.
Participation in a preservation service does not itself constitute acceptance into an indexing database.
- Persistent Identification and Discoverability
NOIS assigns Digital Object Identifiers (DOIs) to its published scholarly articles and registers associated bibliographic metadata through Crossref.
DOIs support persistent identification, citation, linking, and discovery of published research.
The journal aims to maintain accurate article landing pages and publication metadata, including article titles, authors, publication dates, journal identifiers, and licensing information.
Where supported by the relevant publishing and registration systems, machine-readable metadata should identify the open access license applying to the Version of Record.
Publication metadata should accurately reflect the rights and access arrangements governing the individual article.
The availability of article metadata through discovery services does not establish inclusion in a selective citation database.
Verified bibliographic discovery services and preservation arrangements are described separately on the journal's Abstracting and Indexing page.
- Article Processing Charges and Reader Access
NOIS distinguishes publication-related charges payable by authors or their supporting organizations from the rights of readers to access published scholarly content.
Readers are not required to pay subscription or article-access fees.
The journal does not charge a manuscript submission fee.
According to the publisher's published fee schedule, the standard article processing fee for NOIS is USD 500, with an announced waiver for 2026.
Authors should consult the publisher's current fee policy before submission to confirm applicable charges, waiver conditions, and payment requirements.
This is particularly important when submission, acceptance, and publication occur in different calendar years.
Publication fees, discounts, and waiver eligibility must not influence reviewer selection, scientific assessment, or manuscript acceptance decisions.
Any applicable article processing fee must be administered separately from the scientific decision-making process.
Payment does not guarantee acceptance, and the existence of a publication charge does not restrict the public's right to access a published open access article.

- Open Access and Editorial Independence
The journal's open access publishing model does not reduce its scientific or ethical publication requirements.
All manuscripts undergo initial editorial assessment, and those selected for external peer review are evaluated according to the journal's published procedures.
Acceptance decisions are based on scientific merit, methodological rigor, the reliability of the evidence, relevance to the journal's scope, and compliance with research and publication ethics.
The journal does not permit article processing charges, commercial relationships, sponsorship, or other financial interests to influence scientific acceptance decisions.
Open access publication does not imply open peer review or unrestricted public access to confidential editorial records.
The journal's peer-review model, ethical responsibilities, and editorial procedures are described in its Editorial Policies and Publication Ethics Statement.
- Accessibility and Usability
NOIS aims to make its published scholarly content accessible and usable across common devices and web browsers.
Publication files should present text, mathematical expressions, tables, figures, references, and other scholarly elements in a clear and legible form.
Where practicable, the journal encourages the use of searchable text, accessible document structures, meaningful figure descriptions, and appropriate alternatives for non-textual content.
The journal seeks to identify and address technical barriers that interfere with legitimate access to its published articles.
Accessibility concerns may be reported to the editorial office for assessment and appropriate corrective action.
- Corrections, Retractions, and Continuing Access
NOIS is committed to maintaining an accurate and transparent scholarly record.
When a published article requires a formal correction, expression of concern, or retraction, the relevant notice must be clearly identified and linked to the affected publication.
Retracted articles ordinarily remain accessible as part of the historical scholarly record, prominently marked as retracted.
A retraction does not automatically terminate permissions previously granted under a valid Creative Commons license.
Readers must be able to identify the publication's corrected or retracted status and access relevant explanatory notices.
The journal does not silently remove or replace published scientific content to conceal errors or editorial actions.
Relevant publication and DOI metadata should be updated when necessary to reflect formally documented changes.
- Policy Transparency and Maintenance
NOIS is committed to maintaining clear and consistent information about open access, copyright, licensing, author rights, publication charges, and digital preservation.
The journal's open access arrangements must be described consistently across its website, Information for Authors, Copyright and Licensing Policy, Submission and Copyright Notice, published article files, and associated bibliographic metadata.
Material changes to the journal's access or licensing arrangements must be disclosed transparently.
Changes affecting future publications must not misrepresent the rights or license terms under which earlier articles were published.
The journal reviews this policy when changes in publishing practices, legal requirements, funder policies, or relevant standards make revision appropriate.
Its objective is to maintain reliable access to scholarly research while supporting responsible reuse, accurate attribution, author rights, and the long-term preservation of the scientific record.
