Neutrosophic Optimization and Intelligent Systems (NOIS) is an international, peer-reviewed, open access scholarly journal published by Sciences Force LLC, United States. The journal provides a platform for original research that advances mathematical approaches to uncertainty, optimization theory and algorithms, artificial intelligence, and intelligent computational systems.
The scientific scope of NOIS brings together three closely related areas. The first concerns the mathematical foundations of neutrosophic theory and other approaches to representing uncertainty, including their theoretical properties, computational interpretation, and relationships with established mathematical frameworks. The second focuses on mathematical and computational optimization, encompassing theoretical advances, algorithm development, and rigorous evaluation of optimization methods. The third addresses artificial intelligence and intelligent systems, particularly advances in learning, reasoning, decision-making, and computational problem-solving.
NOIS welcomes theoretical investigations, methodological innovations, computational studies, critical reviews, and scientifically validated applications. Interdisciplinary research is encouraged when its central contribution is clearly connected to the journal's scientific scope and offers meaningful advances beyond the routine application of existing methods.
The journal places particular emphasis on mathematical rigor, methodological transparency, reproducibility, and the critical evaluation of scientific contributions. New models, algorithms, and theoretical frameworks are expected to be supported by sound reasoning, appropriate evidence, and a clear explanation of their relationship to previous research. Scientific originality must rest on a substantive contribution rather than changes in terminology or notation alone.
Through this approach, NOIS seeks to support constructive research across mathematics, operations research, computer science, artificial intelligence, engineering, and related disciplines, while maintaining a coherent scientific identity and clear standards for scholarly publication.
Open Access and Publication Charges
Neutrosophic Optimization and Intelligent Systems (NOIS) is a fully open access journal. All published articles are freely and immediately available to readers worldwide, without subscription fees or access restrictions.
Submission Fees
NOIS does not charge authors a fee for submitting manuscripts.
Article Processing Charges
The standard Article Processing Charge (APC) for NOIS is USD 500, as listed in the official fee schedule of Sciences Force LLC. The publisher has announced a waiver of this charge for 2026.
Authors are encouraged to review the current fee schedule before submitting their manuscripts. For manuscripts submitted, accepted, or published across different calendar years, the publisher will confirm the applicable charge or waiver in writing before issuing any invoice.
Editorial Independence
No publication charge is payable before a manuscript has been formally accepted. Editorial assessment and peer-review decisions are based on scientific merit and are independent of an author's ability to pay or eligibility for a waiver. Payment of an APC does not guarantee acceptance or influence the editorial decision.
Official Fee Policy
For the current APC schedule, applicable waivers, and refund conditions, please consult the publisher's official policy: https://sciencesforce.com/article/processing/fees
